The two waves don't share the same composition, either in set count or in the size of the sets involved — comparing their aggregate average is still valid, but stating it without that caveat would be misleading.

A +20% shift on a single license, in a single wave, is worth noting without being generalized to the entire LEGO catalog — I only have one license and two data points. What stands out most to me is the 75647: priced the same as a set with 95 more pieces, that's not a composition accident, it's a pricing choice worth checking before buying, regardless of which character you're after.
